Road Authorities are required to efficiently manage their noise mitigation measures such as noise reducing surfaces and noise barriers. This implies a clear insight in the costs, not only the initial investment, but also the costs during exploitation in order to choose between alternatives and to be able to balance costs of the measures against the benefits of society. This report presents a methodology to assess the costs of mitigation measures over the total life cycle and presents examples of incorporating noise reducing surfaces in a pavement management system.
